Inside Plateau: A Guide to the State’s Leadership (2025)

Welcome to the ‘Inside Plateau’ guide on the leadership of Plateau State, featuring key officials across the executive, legislative, and judicial arms of government. This information is current as of October 10th 2025.

The Three Arms of Plateau State Government
1. THE EXECUTIVE
a. The Governor: Barrister Caleb Manasseh Mutfwang assumed the office on May 29, 2023. Governor Mutfwang is a Lawyer by profession, and he is a member of the Peoples Democratic Party (PDP). Born on March 12, 1965, he previously served as the Executive Chairman of Mangu Local Government Area.

b. The Deputy Governor: Mrs. Josephine Piyo assumed the office alongside Governor Caleb Mutfwang on May 29, 2023. She previously served as a member of the Plateau State House of Assembly, representing Riyom Constituency.

c. The Chief of Staff: Jerry Satmark is a very key figure in the Governor’s administration, he is often involved in coordinating government activities and strategic policy implementation.

2. THE LEGISLATURE (Plateau State House of Assembly)
The Plateau State House of Assembly consists of 24 members. The leaders in the house are:

3. THE JUDICIARY

Local Government Areas in Plateau
Plateau State has 17 Local Government Areas (LGAs), each headed by an Executive Chairman. Following the October 2024 local government elections, the Peoples Democratic Party (PDP) won all 17 chairmanship seats.
1. Barkin Ladi – (Headquarters: Barkin Ladi).
Known for unique rock formations, and hosting Plateau State Polytechnic. The majority of people in this local government speak Berom.
–Chairman: Pwajok Stephen Gyang.
2. Bassa – (Headquarters: Bassa).
Agriculturally rich in potatoes, maize, and soya beans; they speak diverse languages like Rigwe and Amo; features the Nigerian Army cantonment.

3. Bokkos – (Headquarters: Bokkos).
Cold in climate; Popular for potatoes production indigenous Ron languages. Bokkos hosts the Plateau State University.
Chairman: Amalau Samuel.
4. Jos East – (Headquarters: Angware).
This local government is dominated by the Afizere people; famous for the Asharwa dance group.
–Chairman: Markus Nyam Useni.
5. Jos North – (Headquarters: Jos).
This is a commercial hub filled with banks, markets, University of Jos, museums, and religious headquarters; home to Gbong Gwom Jos palace, once visited by Queen Elizabeth II.

6. Jos South – (Headquarters: Bukuru).
De facto state  with government offices, Plateau State Polytechnic campus, and National Institute of Policy.

7. Kanam – (Headquarters: Dengi).
Tropical climate, dominated by the Boghom ethnic groups.
–Chairman: Salihu Ayuba Musa.
8. Kanke – (Headquarters: Kwal).
Predominantly Ngas people; hometown of former president Yakubu Gowon. Major feature – Kanke Resort.
– Chairman: Lapching Golime.
9. Langtang North(Headquarters: Langtang).
Tropical climate,  a home for the Tarok people.
Chairman: Pirfa Ntyem.
10. Langtang South – (Headquarters: Mabudi).
A Savanna climate, dominated by the Tarok people and has  judicial infrastructure including courts.
–Chairman: Nanfa Mbim.
11. Mangu – (Headquarters: Mangu).
Inhabited by the Mwaghavul people; volcanic geography like Kerang Mountains; hosts SWAN Spring Water factory, and hometown to the Governor of Plateau State.
Chairman: Emmanuel Mwolpun Bala.
12. Mikang – (Headquarters: Tunkus).
This local government is rich in Agriculture; no wonder their motto is, “land of pride and action.”
–Chairman: Bernard Alkali Soepding.
13. Pankshin – (Headquarters: Pankshin).
Surrounded with rocks and is one of the coldest parts of Plateau State dominated by the Ngas and Mupun ethnic groups. Pankshin is a trade hub for tomatoes, and other veggies
–Chairman: Felix Gonung.
14. Qua’an Pan – (Headquarters: Ba’ap).
Hilly topography; Pan and Goemai groups; popular in Agriculture especially in yam and rice; attractions include Pandam Game Reserve and Latok waterfalls.
–Chairman: Christopher Audu Manship.
15. Riyom – (Headquarters: Riyom).
Dominated by the Berom people; Riyom is a gateway to Plateau; Attractions the famous Riyom rocks.
–Chairman: Sati Bature Shuwa.
16. Shendam – (Headquarters: Shendam).
Savanna climate with; lakes like Npol and Jelbang Rocks. They mostly speak the Goemai language.
–Chairman: Nicholas Nshe Kemi.
17. Wase – (Headquarters: Wase).
Hot climate; with ethnic groups like Tarok and Jukun; mining of lead and zinc; attractions include the famous Wase Rock and wildlife sanctuary of birds
