Governor Mutfwang noted that the training programme went beyond physical drills and tactical preparedness, emphasizing that it also instilled discipline, respect for the rule of law, adherence to human rights, and the principles of responsible civilian engagement. He clarified that Operation Rainbow does not operate independently, noting that “every operation they undertake is under the direct supervision of the Army, the Police, or the Nigeria Security and Civil Defence Corps.”

The Governor further clarified that Operation Rainbow was established to protect all citizens without discrimination. “It is not meant to witch-hunt anybody; it is an all-inclusive security outfit designed to protect people of all faiths and ethnic backgrounds,” he said.
