The Governor of Plateau State,Governor Mutfwang Presents ₦914.8 Billion “Budget Of Consolidation And Sustainability Ii”, A Transformative Blueprint For A Prosperous Plateau

The Executive Governor of Plateau State, His Excellency, Barr. Caleb Manasseh Mutfwang, on Wednesday, November 12, 2025, presented the 2026 Appropriation Bill alongside the Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) to the Plateau State House of Assembly. The presentation unveiled a bold and transformative fiscal agenda, christened “Budget of Consolidation and Sustainability II.”

Addressing members of the House, Governor Mutfwang described the 2026 budget as a continuation of his administration’s unwavering commitment to deepen reforms, stimulate inclusive growth, and sustain the gains achieved under the “Time is Now” policy framework.

“This moment reflects our enduring partnership with this Honourable House and our collective determination to build a Plateau that works for everyone,” the Governor declared, reaffirming his administration’s commitment to accountability, inclusion, and sustainability.

Governor Mutfwang announced a total proposed budget size of ₦914.86 billion, representing an increase of ₦305.68 billion over the revised 2025 budget. Of this amount, ₦573.45 billion (62.68%) is earmarked for capital expenditure, while ₦341.40 billion (37.32%) is allocated for recurrent spending.

He noted that the increase underscores his administration’s unyielding commitment to delivering tangible improvements in citizens’ welfare through targeted investments in infrastructure, human capital development, and economic diversification.

The Governor explained that the 2026 fiscal plan is anchored on three core pillars of the Plateau State Strategic Development Framework (PSDF) 2023–2027, namely:

  1. Peace, Security, and Good Governance
  2. Sustainable Economic Rebirth
  3. Physical Infrastructure Development

He emphasized that these pillars are being translated into actionable projects and programmes that touch every facet of life in Plateau State, from agriculture and mining to health, education, ICT, and youth empowerment.

Key Capital Allocations
Governor Mutfwang outlined, include the following:

Economic Sector: ₦464.98 billion (50.8%)

Social Services: ₦218.55 billion (23.9%)

Administrative Sector: ₦207.93 billion (22.7%)

Law and Justice: ₦23.39 billion (2.6%)

He explained that the MTEF/FSP, prepared in line with the Fiscal Responsibility Law (2014), provides a three-year fiscal roadmap to strengthen transparency, efficiency, and accountability in public resource management.

Governor Mutfwang further recalled that the 2025 Budget of Consolidation and Sustainability had laid a solid foundation for economic renewal, with a focus on capital investments, social welfare, and supplementary appropriations to accommodate critical projects and newly established MDAs.

Highlighting prudent management of recurrent expenditure, he commended the progress made in ensuring regular payment of salaries, pensions, and gratuities, as well as the digitization of the civil service. He also noted the government’s strategic interventions in transportation, security, and social welfare including the procurement of additional Metro Buses to ease mobility within the Jos–Bukuru metropolis.

Reaffirming his resolve to tackle unemployment, boost local production, and diversify the state’s economy, Governor Mutfwang said his administration remains guided by principles of fiscal prudence, peacebuilding, and people-driven governance.

“Our focus remains the people of Plateau State. Every naira in this budget is deliberately tied to a goal, to make life better, safer, and more meaningful for our citizens,” he stated.

He also pledged continued collaboration with security agencies to consolidate peace and safeguard communities recovering from past conflicts.

Governor Mutfwang expressed deep appreciation to the leadership and members of the 10th Plateau State House of Assembly for their steadfast partnership and foresight, acknowledging their role in sustaining democratic governance and advancing the Plateau Project. He appealed for their continued cooperation to ensure the speedy passage of the budget.

Responding on behalf of the legislators, the Rt. Hon. Speaker, Naanlong Daniel, commended the Governor’s visionary leadership and assured him of the House’s full support while allowing the Appropriation Bill to go through the necessary legislative processes. He expressed optimism that the 2026 budget would sustain the momentum of transformative development across the state.
